立(lì)刻(kè) and 马(mǎ)上(shàng) both means ‘immediately’ while 马(mǎ)上(shàng) is a subjective estimation so the action modified by it will sometimes not coming soon. For example,

冬天过去了,春天马上来了

Dōngtiān    guòqùle, chūntiān    mǎshàng   láile

Winter           gone        spring      soon      come

‘Winter is gone, and spring is coming soon.’
