Sometimes 比bǐ structure may be employed in conjunction with 都dōu to imply superlative degree within a particular group or category posited for comparison:

她比谁都喜欢吃鱼。

Tā bǐ shuí dōu xǐ huān chī yú 。

She likes (eating) fish more than anybody else.

他的脾气比谁(的脾气)都好。

Tā de pí qì bǐ shuí (de pí qì )dōu hǎo 。

He has a more docile nature than anybody else.

这个国家比哪个国家都民主。

Zhè gè guó jiā bǐ nǎ gè guó jiā dōu mín zhǔ 。

This country is more democratic than any other country.
