Yes. It is possible for a comparison or similarity construction to focus on an adverbial of time, location, etc.:

你今天穿得比昨天漂亮。

Nǐ jīn tiān chuān dé bǐ zuó tiān piāo liàng 。

你今天比昨天穿得漂亮。

Nǐ jīn tiān bǐ zuó tiān chuān dé piāo liàng 。

You are better dressed today than yesterday.

你今年说汉语说得比去年好。

Nǐ jīn nián shuō hàn yǔ shuō dé bǐ qù nián hǎo 。

你今年说汉语说得比去年好。

Nǐ jīn nián shuō hàn yǔ shuō dé bǐ qù nián hǎo 。

You speak Chinese better this year than last year.

这个孩子在家里跟在学校里一样乖。

Zhè gè hái zǐ zài jiā lǐ gēn zài xué xiào lǐ yī yàng guāi 。

This child behaves as well at home as at school.

The comparison can also relate to different objects:

他看电影看得比戏剧多。

Tā kàn diàn yǐng kàn dé bǐ xì jù duō 。

他看电影比戏剧看得多。

Tā kàn diàn yǐng bǐ xì jù kàn dé duō 。

He sees more films than plays.

你说中文说得跟法文一样好。

Nǐ shuō zhōng wén shuō dé gēn fǎ wén yī yàng hǎo 。

你说中文跟法文说得一样好。

Nǐ shuō zhōng wén gēn fǎ wén shuō dé yī yàng hǎo 。

You speak Chinese as well as French.
