If there is more than one prepositional phrase in a sentence, how do we arrange the word order of
these phrases?

It is not unusual to have more than one prepositional phrase in a sentence. The general rule is that a prepositional phrase indicating time precedes one indicating location.

從小在家跟爸媽說中文。

tā cóng xiǎo zài jiā gēn bà mā shuō zhōng wén

He has been speaking Chinese with his parents at home since childhood.

王先生和李小姐將於下星期五在法院結婚,他們會在那天晚上在餐廳請客。

wáng xiān shēng hé lǐ xiǎo jiě jiāng yú xià xīng qī wǔ zài fǎ yuàn jié hūn , 

tā mén huì zài nà tiān wǎn shàng zài cān tīng qǐng kè

Mr. Wang and Miss Lee will get married at the court house next Friday, and they will have a dinner banquet at a restaurant that evening.
