issue，problem和question当作名词时，都有“问题”的意思，主要的区别是：

 issue——an important question that is in dispute and must be settled . 一般指社会，经济，政治等方面的比较宏观的问题，需要通过争论或者讨论解决。

比如说：Economic Sustainable Development is an important issue of the society.

经济可持续发展是现在社会的一个重要问题。

problem——a state of difficulty that needs to be resolved，a source of difficulty，a question raised for consideration or solution. 主要指客观上存在的难以解决的问题，经常泛指（数学， 物理等）难题或待解决的问题。

比如说：That
depends on how
you tackle the problem.

那取决于你如何处理这个问题。

  3. question——an instance of questioning，a sentence of inquiry that asks for a         reply，uncertainty about the truth or factuality of existence of something.通常        指用口头或书面提出来要求回答或有待讨论解决的问题或者说是有疑问,有质疑,需要弄        清楚真相的问题。

       比如说：You haven't answered my question.

       你还没有回答我的问题。

三个词中文都可以翻译成问题，但其实并不是近义词（好吧issue和problem挺近的）。

question是疑问。 问得好Good question；我有个问题 I have a question; 我可以问一下吗May I ask a question?

Problem是麻烦。只有一个小麻烦 There is only one small problem; 没问题（不麻烦）No problem； 克服困难的Overcome any problems that come along

Issue多指小问题。问题是我明天不在The issue is I won’t be here tomorrow; 有任何事别犹豫告诉我们 Please do not hesitate to tell us if there is any issue. 不过有时候issue也可以指大问题，比如大问题big issue：）总体来说problem比较偏口语一点，issue比较偏书面一点。然而，和其他任何语言一样，英语有一些固定的搭配和习惯的表达，该用某些词的地方用了别的词，听起来就别扭，不地道。所以说，语感是学习语言很重要却又容易被忽略的一点。
